On October 10th, according to China Government Net, the State Council held an executive meeting on October 9th and passed the "New Energy Automobile Industry Development Plan" (hereinafter referred to as the plan).
The "Plan" makes four requirements in terms of technology development and innovation, infrastructure construction, and the use of new energy vehicles in the public service sector:
One is to increase research on key technologies and encourage the development and innovation of vehicle operating systems and power batteries. Support the in-depth integration of new energy vehicles with energy, transportation, information and communication industries, promote the integrated and coordinated development of electrification, interconnection, and intelligent technologies, and promote standard docking and data sharing.
The second is to strengthen the construction of infrastructure such as charging and swapping and hydrogen refueling, and accelerate the formation of expressways and urban and rural public charging networks based on fast charging. Provide financial support for the construction of charging piles as public facilities. Encourage the application of power exchange mode.
The third is to encourage and strengthen international cooperation in the field of new energy vehicles.
Fourth, increase policy support for the use of new energy vehicles in the public service sector. Beginning in 2021, the national ecological civilization pilot zone and the key areas for air pollution prevention and control will add or update public transportation, rental, logistics and distribution vehicles, and the proportion of new energy vehicles will not be less than 80%.
On December 3, 2019, the Ministry of Industry and Information Technology and relevant departments drafted the "New Energy Automobile Industry Development Plan (2021-2035)" (Draft for Solicitation of Comments) to solicit public opinions.
Compared with the previous consultation draft, the main points of the plan include the emphasis on fast charging and lowering the proportion of new energy vehicles in the public sector. Previously, in the draft for comments, “slow charging is the mainstay and emergency fast charging is the supplement”, and the requirement for the proportion of new energy vehicles in the public sector is “all”.
According to the "Plan", starting from 2021, the national ecological civilization pilot zone and the key areas for air pollution prevention and control will add or update public transportation, rental, logistics and distribution vehicles, and the proportion of new energy vehicles will not be less than 80%.
So, what are the "national ecological civilization experimental areas and key areas for air pollution control"?
Public information query shows that there are currently four national ecological civilization experimental areas: Fujian, Jiangxi, Guizhou, and Hainan. In addition, according to the notice issued by the Ministry of Environmental Protection of the “Twelfth Five-Year Plan for Air Pollution Prevention and Control in Key Areas”, the key areas for air pollution prevention and control mainly refer to the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, and central Liaoning, Shandong, Wuhan and other areas. The surrounding cities, Changzhutan, Chengyu, the west bank of the Straits, central and northern Shanxi, Guanzhong of Shaanxi, Ganning, and Urumqi of Xinjiang involve 19 provinces, autonomous regions and municipalities directly under the Central Government.
